Not sure if this is what you want - but you can extract the video associated with Menus.
Run DVD Shrink and 'Open Files' by selecting the folder.
Click 'Re-Author'
Decide which Menu or Extra you want and drag it from right to left side of the window.
In this case, I dragged VTS6 to the left and it resulted in the list you see. These files are the language selection and chapter menus.
You can highlight and play each one or highlight and cut if you don't wish to keep it.
Click 'Backup' and save your selections to a folder.
You end up with a bunch of tiny DVD's (each one has an .IFO,.BUP and associated .VOB).

I think I know what you want, but not sure how that could be done. That video keeps repeating while on that menu page ...It's almost like a Gif inside of the video frame.

Try DVDFAB 6 in "Customize" Mode. Maybe that will do it for You.

I don't know if it can be done, but if possible and you find a solution, please let us know.
It's almost like having a photo that was created by merging different layers...not sure how you could separate them back to individual layers. Same with hardcoding subs, you cannot extract them from the video frame.
If the situation is different and it is possible,I'd like to find out.

There are a couple of ways to make a menu screen.. the older way is to hardcode the background with all the titles and have a transparency layer overlay which changes colour to show the highlighted selection.. The other way is to use more than one overlay.. if the latter is the case it is possible the background image is simply a short mpeg file with it's own vts entry (and corresponding vob file)
In both cases the background will exist as a file in it's own right, or stuck somewhere in one of the vobs... but to find it will take detective work.
It must be somewhere on the disk.. so look in the vts files first and see if you can find a root menu listing.. then track down the associated video.
I can tell you how to make an animated menu, but not how to actually find one on a commercial disk.. so maybe make one.. a simple one.. and have a look in the iso and see roughly what the result looks like in the way of vts entries and where the files for the background get put... http://qdvdauthor.sourceforge.net/guide/anim_template/e_main.html

Thanks for the reply scum101. The menu is the Video_TS file
So your saying i should make a simple animated menu using the guide you posted and then rip it to my pc and look at the iso to see where it is?
Ok i do that how could i look at the iso? This is all so confusing to me :(
Do you think you could help me find the video file cause im not too good at this stuff lol. if not could you like give me a step by step? id really apprecaite it if you could help me find the file.

Have a look at the vobs.. there might well be one which is only a few mb's .. btw.. vts stands for "video title set" and I can open them with a basic text editor and they just list the sector start/end locations (or in some cases the vob associations) for the content.
Like I said.. just about every disk is different.. and the manufacturers do like to confuse the issue because they don't have to put anything in a logical order. The bit of video behind the menu could be just about anywhere on the disk.. buried in one of the vobs amongst the film or standalone.. who knows..
you can open an iso with vlc player.. or just use a file manager to open it and explore the structure.. winrar will open an iso just like any other archive.

There is a vob thats just a few mb its VTS _ 2_1 but thats just an extra. And the backup files for Videos_TS are aswell like .BUP and and .IFO.
I right clicked on video_ts in winrar and clicked view file and in a new window popped up all kinds of text like this. i copied some of it to show you.
?{{ºht?Å???ìjGúpg?éá?? å(?'?'P?ÁFGµ )&?@Ð0?øÎHOOI=?ÉIe??Mèâ? d??ÿÂ:Ð; ?ÐH?K8Ó?}Qÿ9í?/?Yjýô]?Õ?qû6MÛ?L]âÝ???,Þ#??ÌF????Oáò???4???Ú[t7dedÚT]??1ÒðÑ?3|ø*?ÄÛð$Ù)=ú?|?&Ñ???F?f_??]cäÀ0øi,?àxo%`?U?*?FÀ bv?WC?l?k?N?O>:?ÜhöÑßâ?0qe?70 ÓÏÚOeÞ ºD 7&?Ç?Ãø àì? ?D?
Edit:
Scum101 do you think if i posted the menu file could you try and find the video for me? You probbly will have a better chance at finding it than me. It seems like you have a lot of knowledge at this stuff. It would be greatly appreciated :)

VOB files are binary. You can't view it in a text editor. It'll be mumbo-jumbo.
You want to get the video that's in the tombstone? It's possible only in a video editor that has crop feature. What's your purpose in getting this video?
The menu background and text are now all parts of the video. They look like they were created with layers. Once a VOB is created you cannot separate it into layers; it's impossible. You can play the VOB file directly in a software player. The menu is probably in the VTS_0x_0.VOB or VIDEO_TS.VOB file.
You can use Avidemux to view the VOB file, extract a certain portion and crop appropriately. There are other video editors that can do that too. Cropping will be in rectangular form, it cannot be in the tombstone shape.

This was taken from a Simpsons motion menu.
The original VOB from DVD shrink.
A single frame was used in a Photo program to make a mask then the mask was laid on top of the original video in VirtualDub.
Here's the video from VirtualDub

DVD Shrink
VirtualDub + filters and codecs
PhotoFiltre
Get menu(?) VOB from DVD Shrink.
Open VOB in VirtualDub.
Select a single frame and export it in .bmp format.
(File > Export > Image sequence)
Open PhotoFiltre; load the .bmp and mask the image subject.
The matted screen colour should be the same as the existing background of the original.
Sample the colour in Photofilter so that the screen can be filled later.
Make the masked part white (subject you want to keep)
Save the new .bmp.
Use the Logo 1.7b2 filter in VirtualDub to mask over the existing video using the new .bmp.
(for white the transparency, values are RGB 255, 255, 255)
Save AVI using Lagarith codec (lossless codec) if you want to further convert the avi - else select XviD codec for the output.
If you know how to use PhotoShop, you are probably familiar with selecting clips from an image - I'm not, and I muddle my way through using free-ware.
It's important that the image stay in the original location - else it wont mask the video properly.
What I do in this case is to clear everything except Homers feet, then paste the optimized image over the feet - that way I know it's in the right spot.
Good luck.
