I have some videos here that is already rip and I want to edit some scene of it
It is possible to re-encode the video and maintain its quality or any suggestions about this?

Mpg2Cut2 can open the VOB files, select clips and save as an mpeg2 file.
The movie will have to be reauthored - but a decent authoring program (if the settings are correct) will recognize it as compliant video and not recode it.
An alternative is to use the 'Re-author' mode of DVD Shrink - but the output will consist of multiple Titles that will display a pause between titles on playback.

Sir attar the video is already on avi, mp4, wmv etc format, and I need to edit some parts on the video (erasing some portion on the scene)

What you are wanting to do is not possible as the logo is part of the video. Therefore, if you remove it, there will be nothing behind it.
However, you can either obscure it using a video effect (personally, I would recommend blurring rather than pixellation) or replacing it with your own media, such as logo, colour, etc. This is not too difficult to do and can be accomplished using any reasonable non-linear editing (NLE) software.
The only issue, in terms of what you are wanting to do, is that such editing will be required for the entire duration of the logo, which will probably be the entire video. The bad news is that this means the entire video will need to be re-encoded and will unavoidably lose some quality. Rendering can also take some time, so this is not a quick process. The good news is that if you are using a decent NLE you will probably not notice the difference. Also, the editing process is quick, so you can simply set it to run overnight as you don't physically have to be there while it is rendering.

I have no idea how the uploader was able to cover embedded logo with pixelation however it's obvious it can be done then again all it did was replace one thing with another..lol..better off just ignoring the words mtv

I use Sony Vegas, but you can achieve this using any reasonable NLE. You can also use a processing utility like VirtualDub, for which there are several filters available for free download (try neuron2.net). Try the box blur, logo or delogo filter (as demonstrated by attar above) and see which one works best for you.

Im trying to make what sir attar told but I got an error
Heres the error
"VirtualDub Error
Couldn't locate compressor for format 'XVID' (unknown)
VirtualDub requires a Video for Windows (VFW) compatible codec to decompress video, Direct show codecs, such as those used by Windows Media Player, are not suitable "
What I need to do?

Its working sir attar, sir Bluesman69, sir scorpNZ, It is possible to delogo some parts only, I mean if the video is 1hr can I delogo 5 mins only because I saw the edited logo is appearing from the start to end
and, how can I insert picture and text in vitualdub?

Note that if your source file was an AVI, you can select 'Smart Rendering' under the 'Video' menu, then, when you select the XviD compressor to encode the output, it will only encode the range where the filter is applied - the remainder will be copied without recompressing thus maintaining the original quality on those parts.
