Disc motor mafunctioning after Romeo fix

Hi everyone.
I recently JUST got my first PS2 off of someone on craigslist. After reading up on a lot of old PS2 info, I realized that my PS2 is a v9 and that I needed to do the Romeo fix so that it can properly read my PS1 games. (Gran Turismo 2 was shitting out on me randomly even though I had cleaned the laser lens and the disc)

So I took it apart 100% correctly following a guide and took the mobo to my friends house to be soldered. The wire seems perfectly soldered on both connections.
After putting the entire console back together, the motor that spins the disc is malfunctioning. Something seems to be unhooked from the motor because the drive makes sort of a fast clicking noise (like it's trying to spin the disc) when trying to start a game. But, the disc does not spin at all and I can freely spin the assembly with my finger. Oh, and the laser seems to be working 100% correctly. It's moving around and it knows when there is a disc inserted.
I also took apart and reassembled the PS2 three times now (to make sure everything was plugged in correctly) and it still has the same issue.

So my questions are,
1. Would the Romeo fix have anything to do with the motor not working correctly? I'm pretty sure all the Romeo fix does is change the voltage for the LASER which seems to be working fine.
2. Does anyone have any idea how to fix this without replacing parts?
