Soul Calibur 3 on USBExtreme help

I have Soul Calibur 3 on USBExtreme and it is in PAL format. What is a good program to adjust it to NTSC format? Or is there another way to convert it so it won't flicker?

You can use adr patcher

or the pal>NTSC patcher 

http://sksapps.com/mis/ps2%20yfix%20V1.07.rar
Both work, the adr patcher has an undo feature if needed.

it created a .bak file. what should i do with this?
Should i stick it somewhere and use DVD Decrypter to create an ISO?

The .bak file is in case you want to restore the file again after its been patched.

All you need to do after patching is burn your ISO image again.
