How would i convert a file to an ISO to where USBUtil would read it as an ISO and convert it to my HD to play off of USBAdvance?

Just mount it with a virtual drive, like in Alcohol 120, Nero or get Daemon tools

Then just read the drive with imgburn to get your ISO image.

so would i just go to NERO and select DVD ROM (UDF/ISO)?

No thats not correct, if your version of Nero does not have Virtual drive, then use Daemon Tools or Alcohol 120

My older version of Nero had it, but my newer version will not work.

Ultra ISO should also convert the .mdf file to .ISO if you have that program.
