I have Codebreaker.elf
I load it up and select the cheats for the game
I insert the backup disc
and it goes straight back to Ulaunch screen.

I was wondering also since PS2 saves are psv, couldn't I just rename the saves to whatever the game I am using it for since for example GTAVC automatically makes a save folder on the MC, couldn't I find another GTAVC save and swap them out?

If your console is softmodded then when it boots back to uLe, you need to swap an original with your back up without the console knowing, or run ESR and play your game.

And no you can't, try googling 'converting ps2 saves'
