Help! "Expert Cheat Mode" Option Missing!

When I load up Game Shark 2 v4 in PS2 slimline,the option "Expert Cheat Mode" is missing at the home screen.All other options are available,only this option is not present there to select,however,if I select any game,then all the cheat codes of that game are present.

Plz somebody explain,how to select or add a new cheat code? To select or add a cheat code,you have to select "Expert Cheat Mode" but its not available ?

Plz someone explain, Is it a Software problem or PS2?
