Need help with Game Swap Trick

Ok, so I've successfully created a burned DVD+R disc and a DVD-R disc that will play my Metal Gear Solid 3 copy after booting to the main menu and doing the cogswap. It won't load the replacement ELF I put in the ISO using Apache. I tried both mcboot and ulanchelf as the replacement NETDOWN.ELF files. Both discs play the game, as in I can play it all the way through, but I cannot load the file that is not the official netdown.elf.

What is the problem/am i doing wrong?
