I reckon Christmas 2009 is a great time to get into PS2 !! My 6 year old daughter Eloise is looking forward to playing games with Dad.
I've bought an Australian PAL version FAT V9 SCPH-50001. I've also bought Swap Magic 3.6, the Network Adaptor, and a Seagate 750 GB HDD ST3750640A which is listed as PS2 compatible at http://ps2drives.x-pec.com
So, I want to get Free Mc Boot, HD Loader, and uLaunchELF up and running !!
My QUESTION :

Do I need to have TWO copies of uLaunchELF on the memory card during the installation - one copy in the SWAPMAGIC directory, and the other in the INSTALL directory ?
That's how it appears, if I follow these guides literally ...

Yes you do need two copies. The one in the swapmagic folder gives you access to the instalation file, once Mcboot is installed there is really no need for the swapmagic one. The second one is needed though as Mcboot uses ulaunchelf to configure stuff etc.
