JVC XV-N480B won't play on NTSC television

The main feature of this DVD player is it's supposed to play any type DVD disk on any type television. That means a movie on a PAL DVD (European format) is supposed to automatically play on an NTSC television (N. American format).

Using the RCA jacks, I have hooked this DVD player to the input side of the TV. This is the same connection that is currently being used by my old DVD player that works just fine. So why doesn't it work for this new DVD player. I have also tried this with several other televisions and have the same results. This DVD player is supposed to be able to play any type of DVD (PAL or NTSC) on any type of TV (PAL or NTSC). But what it looks like is a PAL DVD player hooked up to an NTSC TV. It is not making the switch over.

Any advice??
