Anything can be downloaded. Question is will it work on the newer operating system when it was built during the days of XP.

Answer is yes it will work properly. Make sure you download the original, free one here at Afterdawn, not some copycat you have to pay for that doesnt work as well.

Do you need to turn on Compatibility Mode in Properties to run Shrink?

I'm using win7 Ultimate 64bit, and i dont need compatibility mode.
