It says: cannot open "FILE" Video TS IFO. Specified file cannot be found. Why is this?

It is an .avi file. I used Avidemux to save it as an .iso but still no luck.

.avi is not a DVD file with a video_TS file or folder. DVD Shrink does not see .avi files.
An .iso is an exact image of the file you make it out of, therefore your iso contains an .avi and not a DVD file.
If you want to make a dvd out of an avi try DVD Flick. It's about the best free program to do the job you request.

Previously I tried Flick but gave up. It was taking soooo long. After 5 hrs it had encoded only 11%. Usually it took only 3 hrs complete. That's why I am trying some alternatives. E.g how can I create an iso file so that Shrink will see it?

FAVC is a good alternative to DVD Flick - not clear why you need to open it in DVD shrink though?

11% after all those hours tells me 4 things are possible

1: slow old computer
2: hd source
3: massive file 30gb's or so perhaps
4: broken file in some other way.. .iso is an invalid extension for a video file so the transcoding part is struggling to work out every single frame what the input format is.

If it's an avi file then save/rename it .avi
