Easiest way to remove a section from a DVD?

I want to remove a small section from a private wedding DVD (menus and everything). What's the easiest way to do it, keeping the menu structure, with minimum conversions? PC please, not Mac. Thanks.

VobBlanker can be used to edit PGCs.
Using a backup of the movie, open it in VobBlanker and select the Title in the top pane (VTS_01 if there is only one on the disk).
Highlight the PGCs on the lower pane then click 'Cells'.
Preview the listed Cells and use the slider in the top left of the Prev/Cut window to mark the in/out of the Cut.
Save/apply back to the main screen and save the DVD to a new folder.
