I think it depends upon the quality of jpgs that you have..If it is not a high pixel image it is bound to be pixelate when played in TV

Those Photo DVD programs seem to work better if you prepare the images, before-hand. Using an image editor (like Photoshop or something similar) create a 640x480 image, filled with black, then add your photo to that, making it fit, and save (of course, you'd do this for each photo). Any photo you add to a slideshow program that isn't the right size will be re-sized by the program - and not always the way you want. By re-sizing with a program that's made specifically for doing that, you may notice better results.
