You can use TmpgEnc to create a VCD compliant MPEG1 file.
If the source video is a simple AVI file, you can skip through the tutorial to the part referring to TmpGenc

VcdImagerGui to create a bin/cue image file from the new mpeg1 file and burn image using ImgBurn.
You understand that the maximum video on a VCD is 80 minutes (unless you lower the bitrate and quality).

Download and unzip Vcdimager
Download and unzip VcdImagerGui
Place the folder containing VcdImagerGui inside the VcdImager folder.
