Hi , i have never seen this error screen looks like the blue screen after downgrading where u had to push O , but i see no such option maybe it`s a serious hardware problem (badest thing)
or with some luck firmware related if it`s no psp 3000 or the slim with the bad 088-v3 board u can use DC(pandora and sick)
