I have a psp 1001 that is currently on 5.50 prometheus v4. When I try to install the 6.38 ME v3 my psp says that my psp version is 9.90. There is no need to update. Has anyone had this problem? If so, Does anyone know why it says this?

It's because the version.txt says it's on 9.90. That was a measure to prevent forced autoupdating. Go to VSH menue (press select button while in XMB), then select USB DEVICE and set it to Flash 0. Get out of VSH menue and connect your PSP with your PC via USB. It should pop up on your PC asking what to do. Select "Open folders" or whatever that is called in English. Then open the vsh folder. Inside should be a folder called etc and inside that a file called version.txt. Open it with an editor (the Windows built-in editor is fine). It should read something like
"release:9.90:
build:5023,0,3,1,0:builder@vsh-build6
system:57374@release_990,0x06030810:
vsh:p6610@release_990,v58299@release_990,20110406:
target:1:WorldWide"
(maybe a little different, I am on 6.38 MEv3 already). Exchange the first 9.90 with 5.50 and save the file, then you're able to update. Another thing is: 6.38 MEv3 is for PSP 2000 only, you need 6.38 MEv2.

Oh yea, before I forget that, after you changed your version.txt set the USB DEVICE back to Memory Stick.

Xbox 360: Slim untouched with a faked 320 GB harddrive for XBL, phat with LT 3.0, played Halo early, so going on live would be an instand ban, also with a faked 320 GB harddrive
PS3: Untouched 160 GB Slim, 60 GB Fat with latest Rogero and 160 GB internal harddrive.
PSVita: hardly ever play it
GameCube: Black with a Viper chip installed. With gameboy player. Trying to get a Wavebird controller.

Thanks. It works on psp 1000's also. I now have CFW 6.38 MEv3 on my psp. Do you have any idea how to access the playstation store on this CFW?

As soon as the PSN is up again you should be able to access it. At the moment it is still down due to the hacker attack.
