I have a falcon board here getting the 0031 error. Google tells me its due to pressure on the processors from the heat sinks, or heatsinks making contact with other components on the board.
Well my problem is I can take both heat sinks off, unplug the fans, dvd drive and everything. turn it on and it immediately gives the 0031 error.
I have tried playing with the torque on the heatsinks but nothing helps. I have checked the ram chips too.. well I can see any noticeable damage to any of them.
This console has rodded a few times, each time it gets matrix on the screen and will then give E71. Had it sitting around for a while and now I can't even get it to E71 on me.
I have tried with more/less washers too, and there are no metal washers directly touching the board.

Sounds like you need a reflow TBH. Had the same thing with one of my boxes, fixed with the heat gun method but its well know a reflow is the best fix.
