I want to buy an arcade whose drive is moddable without soldering and is a jasper. I went to a store and in the sticker on the box it was printed Aug 09 but in the back of the console it was 06-25-2009. Also 12.1 A. The lot no. was XBOO1333 So is it safe to buy?

Yes it's safe. Any 360 made in July 09 or before won't require soldering to mod. Most of the ones in August will be good too, but that is when the 2nd version 8-series Lite-on start showing up.
