Creating XBOX 360 ISO from modified files

I'm wondering how you can create a functional ISO image of a Xbox 360 game from files I extracted from the original ISO using wx360. The reason I am doing this is because I figured out how to mod vehicles in GTA 4 by importing new cars and taking over existing ones for the 360. It will not let me just take over the files using wx360 after I modified them because it complains it is too large as after modifying them, it increased a couple megabytes in size. Is there an application like MagicISO for 360 games where I can extrac files into ISO format and make it bootable for the 360? It's all the same files so I would think someway this could be possible. Please let me know if anyone has any information.

I;ve used Modio to mess with saved games for games such as borderlands. No way is it for what I wanted to do with GTA 4.
