A friend of mine wants to mod my liteon july 2009 mf date arcade. Does this console have to be soldered or will it be able to do the standard fw mod?

From what i know its most likey a lite-on 838050C their for this is no soldering needed.

Regardless of what LiteOn version it is, you need to dump the full firmware. It contains unique laser calibration data.
