sorry if this is a dumb question... but the only way to play DLC on a flashed xbox is to jtag it also?

Yep that is correct. And even with jtag Xbox, not all DLC will play.

Can you expand on that please, bhetrick? What types of DLC will not play even on a homebrewed 360?

Well, unless anything has changed recently certain DLC that contains more files than just the DLC itself will not play properly. A good example is the Borderlands DLC.

There are a few threads about this over on Xbox Hacker and Xbox Scene.
