Ok i have been reading threads here since ps1 and have had or modded all my systems myself so far except xbox 360. My question is since i mostly just play offline RPGS will i need to keep updaing the firmware of a flashed drive to play games as i dont need any kind of stealth prtection from live? getting kinda lost as to what the wave 1-4 thing means. Sorry in advance if my question makes no sense i been out of the modding scene for quite some time but now that wife and i are laid off i cant buy the games anymore. Oh and should i try to get a modded one from say ebay or buy a used/new one and flash the drive myself?

i miss the good old days of copying games =(

Every 360 game disc has a video partition on it. This contains a video that plays a message saying "To play this disc, put it into an Xbox 360 console" in various languages if you try and put the disc into something other than a 360. The different waves are just different versions of this partition. Waves 3 and 4 also have dashboard updates in the partition along with the video, so if you only play offline you can get the latest dashboard from the disc instead of having to sign into Xbox Live.

Some firmware has strict compliance with certain waves, so iXtreme 1.6 will only boot waves 1-3, for example, or iXtreme 1.61 will only boot waves 1-4. This is a security measure designed to stop you booting bad copies where the video partition is corrupt, missing, or has been modified as doing that makes you an easy target for a ban.

If you're never going to connect to Live at all, your best bet is to see if there's a firmware for your drive that doesn't have this strict compliance with different video waves. Then you won't have to worry about updating it or using the activate.iso disc. Whether a firmware like that exists for your console depends on which DVD drive it has, so if you post that info up someone will be able to tell you.
