Mass Effect 2 Region Free?

I downloaded Mass Effect 2 which was a PAL version. I couldn't find the ssv2 for the pal version online and I don't want to burn it without patching it. Now I've seen Mass Effect 2 isos online that are region free but I didn't think a game could be both region free and region locked. So could anyone tell me if ME2 is region free or region locked and does anyone know where I could get the ssv2 for the pal version? If there are legit region free versions, I can just download one but I just want to be sure before downloading. Thanks.
