I read some where on this forum that this can not be done and would just like to know what you guys think.

AFAIK it can't be done as dlc is signed to your gamertag.

that can be changed though. I can get it to show on the box in the memory but not play unless the tag it was on is on. I have noticed that it is also xbox specific too so this would need to be changed.

You'd have to get the license changed through xbox.com. Microsoft's way of limiting it to one console.

Has the modding community not figured out how to get it to change License? I know Jtag ignores this basically but surely there must be some way
