I got this from my friend, and i need to know if the chip is bad or does it just need to be reflowed? As you can see its not the laser going bad because it does it on the dashboard too.

wow heh I've seen them go crazy and get the weird matrix looking thing before but not all bright and quickly moving around like that. I always do reflow first to save time and if that doesnt fix it I do a low temp oven bake to fix warping and remove moisture, then reflow right after again. Not like you have anything to lose :)
