New 360, Old HDD, Cant sync controllers

Hi,
I got a swap of a 360 for my banned one, I put in HDD and system came up straight away it new to do security update? tried to sync controllers, I have tried both wired and wireless. on wireless both the controller and 360 lights spin then all 4 go solid but, nothing after that. I took HDD off restarted 360 went to dashboard this time but, still cannot sync controllers.

Anyone any ideas what is going on?
