I don't have a modded 360 and don't plan on modding it( I use xbox live and don't want to take a chance of getting banned). Im just wondering if the Activate.iso could someday lead to a boot disc so you don't have to mod your console.

No. The boot disc basically tells the MODDED firmware to allow the game to be played.

Anything is possible, but I wouldn't hold your breath on that one mate! The creation of activate.iso has no bearing on the creation of the kind of disc you're talking about, because as andmill11 said, it's designed specifically to work with modded firmware and nothing else.
