Power issue?

I bought a RROD Xbox 360 Xephyr chip (203w) and am having problems. When I press the power button it flashes green on the 360 and power supply for a split second then goes back to orange. The power supply works with my friend's 150w Jasper model, so I know that the supply is good. If I try too many times it goes into an endless power on and of cycle and then I pull the cord from he wall and the psu flashes red for a split second but still works with my friends 360. If I pull from the brick, it will start the endless cycle if I plug it back in. There is video, or maybe no time for it. The fans start on the 360 and it makes a starting noise. The psu makes a clicking noise. What is wrong, and is this fixable at all?
