Question about DLC and multiple consoles.

My question is a bit convoluted, but here goes:

I have 2 consoles, we'll refer to them as my modded and unmodded consoles. My modded console currently has my account on XBL and all my DLC associated with it. I only recently did this transfer, and this console otherwise does not go online.

What I'm trying to figure out is a way to get DLC onto this console, without signing it into live. What I'm wondering, is if I start the download from Xbox.com, since the offline console is associated with that account, but then instead of actually using that console for the download, I simply restart the download on my unmodded online console, will the content then be associated with the modded offline console, and hence usable on it, despite the fact that it never goes online?

The DLC is tied to the console it was downloaded on, and the gamertag that used to get it. You need one of those two to access it.

Also, the same content cant be used on more than one console. You download it on console #1, then "recover" it on console #2, then console #1's content is rendered useless. Go back to recover on #1, then #2's content becomes useless. You need the associated Live gamertag to access it (and that Live tag can't be active on two consoles at once). Basically it's Microsoft's way of not allowing a number of people to use the same content. We'd each have to buy it.
