Can I recover my gamertag (is it safe) that I was using when I my xbox got banned.
Will it possibly lead to my unbanned xbox getting banned?

It is safe to recover you wont get banned but you will lose all achievements earned from current profile. You can swap account files in your profile if you know how, but if is corrupted it might be an issue. If you swap account files you can keep any achievements you earned offline.

sure you can recover the tag to a new (or old)xbox360
any off line achievments will not be saved

(extra)if you save your account to a usb you can count it safe and bring it anywhere all achievments will be saved]
