RROD and whisper fan

Hi
Had the RROD so did another reflow (did one a year ago which worked likea dream). This time no good but I noticed that the whisper fan doesn't come on and the drive doesn't eject. It's also weird that I can't get any sort of image on the TV screen (originally got E74 but now nothing). Secondary code is 0031 which I know can be related to Southbridge.
Have I got the chicken and egg the wrong way around here? Is it failure of the fan that's caused the RROD?

Check that if you replaced the xclamps your GPU screws aren't too tight and the GPU heatsink isn't touching off any resistors.
It's a short that's causing it so the xbox shuts off the power to the drive and fans and all other components and just displays the rrod.

Update
Reheated GPU, CPU, RAM etc but now get 0110 which I know is related to RAM. Two quick questions if I may:
1. Would this error knock out the fan as it doesn't come on?
2. Would I be best having another go at the RAM chips with the heat gun or do everything again?

I'll cut to the chase as I can see I'm getting nowhere fast here. I propose to do reheat on the four RAM chips and GPU to fix my 0110 error. I've looked for vids as to how long but there's little agreement.
Can someone advise on heat gun power settings and time for front and rear of MB.

Is there noone able to give me an indication of the hear times? I followed Woolley's guide before but this is just concentrating on the RAM chips and I don't want to overdo it.

Normally I don't share an oppinion with Modking, but this time I am with him. The reflow is far from being forever, a year is damn good. Also the E74 doesn't have to be related to RROD (broken solder connections), I once got one of these when starting up with a USB stick plugged in. Removed the USB stick and all was good (restarted with the same USB stuck plugged in, no error). So with the first reflow you might have accidentally fixed the real cause for the E74 and now you got a real RROD.
Xbox 360: Slim untouched with a faked 320 GB harddrive for XBL, phat with LT 3.0, played Halo early, so going on live would be an instand ban, also with a faked 320 GB harddrive
PS3: Untouched 160 GB Slim, 60 GB Fat with latest Rogero and 160 GB internal harddrive.
PSVita: hardly ever play it
GameCube: Black with a Viper chip installed. With gameboy player. Trying to get a Wavebird controller.
