what does it mean when the drive says
SAMSUNG SH-D163B /New ver SH-D163A DVD ROM/DRIVE

does that mean its 163 a or b

The first line of Samsung drives were the Samsung SH-D163A (SATA) and the Samsung SH-D162C (IDE). Samsung decided it was time to refresh and discontinued the A and C and released Samsung SH-D163B (SATA) and Samsung SH-D162D (IDE).
