The SSv2 is a DMI and SS .bin file needed to stealth patch your xbox 360 games. You need this to be safer online. I say safer because there is no for sure way not to get caught backing up your games. If you don't plan on playing on live you don't need it. Hope this helps.

Because SSv2 is on the retail disc, but not on all rips (Kreon). So if you got a rip that doesn't have SSv2, implement it, to make your rip look more like a retail disc. Make sense?
