What is Banned and is it fixable?

Hello all, I am very new to the xbox 360 world and needed to get a little information what is a Banned Console. I am currently in the process of buying an Elite that has been banned but know nothing about it.
-Will I be able to play games on it still?
-What does it mean when an xbox is modded for backups?
-Is there any way to un-ban an xbox for Live play?
-What are some things I should know before I go into purchasing one of these consoles.
Any and all advise is welcome. Thank you

You can still play games, but only offline
Modded xbox means the firmware was modded so you can play copied games such as ones you download online and burn on a dvd+r DL
no its not possible to unban
Make sure it's cheap if it's already banned. Should not cost more than $100

This is what he sent me.....
modded Xbox 360 Elite (HDMI) for sale. It has the latest iXtreme firmware which allows you to play backup games. It includes a 120gb hard drive, 13 games, video cables, power brick, and one controller (the thumb pads are worn but still work fine). It has been repaired with the X-Clamp mod and I have not had any issues with it since i've owned the console (~6 months). The original owner said that Xbox Live does not work on this console, but I do not know since I have never used it to play on Xbox Live. The games included are Need For Speed Undercover, Halo Wars, Call of Duty 5: World at War, Gears of War 2, Fight Night Round 4, Fallout 3 Expansions, Dead Rising, Call of Duty 3, Call of Duty 2, Bladestorm, Need For Speed Shift, DiRT 2, NCAA Football 2010
and what are backup games?

back ups are pirated games. i wouldnt buy this if i were you because this guy is the second owner so you would be the third(who knows how many game hrs its seen) also, its been repaired(x clamp fix). anyone on here will tell you that it can last for years or days once its been x clamped. its an iffy fix most times.

As you can tell I am not exactly a guru when it comes to game consoles. What do you suggest to someone like myself who is looking for one and has no idea what to buy? If I need to buy new I will just seems that I can get more bang for my buck buying used.
-Should I go with a Wii or PS3? ......just a thought

True. The downside to buying used is that you never know just HOW used a console is. I've never had a problem with used consoles (Xbox & Xbox360)

There are two types of "types" of consoles. One being Xbox360/PS3. The other being Wii. I'd always advise a more "mature" gamer to go with type one: Xbox360/PS3. Of those two, there is only ONE real advantage each console holds over the other:
PS3 plays BluRay.
Xbox360 plays Backups.
That's where your choice lies.
I own both, and quite simply, my 360 sees more playing time because it plays backups.

FIFA 10 + GTA IV + FORZA 3 + COD MW2 + XBOX LIVE (12 months) + XBOX ELITE = BIG SUCCES GUARANTEED!
If u never been into gaming, then this will be the perfect step up and U will enjoy ourself the whole year.
But lol this could be over your budget..so maybe u can tell us whats ur budget and what kind of games do u like.
