I've gotten some these in different pallet shipments from best buy liquidators and it seems that either best buy or a company they hired thought it would be a good idea to add one these to help regulate voltage impedance in the fan circuit.
I kept a couple to see if they had actually discovered something the modding community hadn't and they both needed to be reflowed in order to operate normally. They DO NOT HELP, whatsoever. They actually RRODed faster than other refurbs I purchased from them.
BTW, I removed "the white block with two legs, 1 either end" and tossed them (think they were 5 ohm resistors, if I remember correctly).
"All drives should be updated to Lite Touch + (LT+) firmware if playing on XBOX live. Samsung drives and pre-78/79 Hitachi drives do not utilize AP 2.5. All other drives are considered to be detectable by Microsoft (YMMV). Make sure all rips are ABGX verified, contain SSv2, and patched AP2.5 (where needed). XGD3 must currently be burned on new drive with PC Burner Max firmware for 100% rip. All modded consoles can be potentially unsafe for use on XBOX live."

It is a wire wound ceramic resistor used in high wattage circuits.
If it is in the fan circuit as MRGREASER thinks and the fan still works after you cut it out then it was put in parallel with probably another resistor in the circuit. If you cut it out that would then increase the resistance to the fan and it would run slower as the added resistor in parallel with another resistor will decrease resistance and allow fan to run faster. Total resistance of resistors in parallel is less than the smallest value. Still was odd seeing it added like that.
