Does it read games or boot any games? I'd say the cable is either loose or a bad drive.

Yep. Is the sticker still on there since you opened it to disconnect the drive?

If he messed up your first 360, why are you going back to him? Secondly, although it could be a bad flash on the drive, I have seen this happen before with a bad firmware update...console gets stuck in a repetitive dashboard loop. If it's not the drive, try pushing the sync button and holding it in while it powers up. If you can get to the dash, update the console with the latest update.
"All drives should be updated to Lite Touch + (LT+) firmware if playing on XBOX live. Samsung drives and pre-78/79 Hitachi drives do not utilize AP 2.5. All other drives are considered to be detectable by Microsoft (YMMV). Make sure all rips are ABGX verified, contain SSv2, and patched AP2.5 (where needed). XGD3 must currently be burned on new drive with PC Burner Max firmware for 100% rip. All modded consoles can be potentially unsafe for use on XBOX live."

First off, I wouldn't take my stuff to anyone who claims to have put ixtreme 1.71 firmware on any drive. The dude obviously doesn't know what he's doing since there is NO 1.7 or 1.71 FW.
Looks like 1-800-4-My-XBOX time if you're in the USA.

Looks like the controller board is fried. I've read plenty of tsops for people with this problem. And flashing the drive had nothing to do with it. This happens mainly in Samsungs, but I've had it with a handful of Lite Ons also.
