I haven't found exactly this here, although close. I have even found a youtube of a guy with the same problem that nobody addressed.
I have a CECHE, which works. My brothers is a CECHA which lost access to the blu-ray with the 3.0 update. It appears we have the same drive, but his will not work in mine and mine will not work in his. I opened it up and the laser doesn't light, and the motor does not even try to do anything. The laser does however try to focus ie..raise and lower to see the disk and if I manually move the carriage it returns to the start position when a disk is inserted. I am leaning toward a new laser, but its the part where my drive wont work in his although they are both kem400's that has me questioning it.
Is the drive somehow matched to the mainboard? I can't figure this one out and really don't want to blow $60 plus shipping on a new laser to find out it was something else like the $5 PS3 Driver IC BD7956FS (which I haven't a clue where to find in the ps3).

Any help?
Sorry if this exact scenario has been addressed, I sure couldn't find it.

Same thing happened to me. If the laser is bad the drive will not spin or do much of anything. When mine stopped working, only a red light would shoot out of the laser (there is suppose to be a blueish/purple one as well) I bought a new laser and deck off of ebay and replaced it and it my ps3 worked again.

You can not swap drives out right. There is a little circuit board that is on the drive itself, I am sure you have noticed it. That drive is linked to the main board on the ps3 itself and both are unique to each system. So if you were to swap the entire drive (not just the laser) you would need to swap the little circuit boards on the drive as well.
