Yes you can play some games without a disc in the drive, but there are some games that wont work without a disc in the drive, so the answer is both are right, it just depends on the game you are playing.
Also note some games still require to be installed on the hdd to play.

PSjailbreak2 has not been released yet, in fact it's still a rumour. This is just another clone, you can tell as rumour has it that the v2 may work with fw 3.50 as thsi still says it doesnt work with 3.42 it's fake.
Go with the ps3yes from the site GBX_Lee has linked. I bought one and took 2 weeks to arrive. The housing on this is pretty solid, unlike some i've heard about that are very thin and weak.
