If you must have a dongle (by which I mean, something with a plastic case that looks like a USB flash drive), then I would recommend the E3 card reader...it seems to have the best of all worlds; is uses Teensy 2.0 hex files (usually the teensy is the first to get new updates/hacks/etc), it is cheap, and I have not seen any complaints about quality.
Personally, I still prefer the real Teensy 2.0 just because I trust PJRC quality, and because the Teensy 2.0 has some as-yet unused features that may (or may not) be needed by future jailbreaks. It also has the most user-friendly flashing method I have ever seen on any dev board or JB adapter...a drag-n-drop app that is about 1.5MB, which works without installation, setup, or drivers...my grandmother can't remember her own name, but she could flash a teensy. The only real issues I have with the teensy are the lack of a plastic shell and somewhat limited memory (as yet, this has no effect on jailbreaking; devices with 1/2 the memory jailbreak easily). There is also the issue of shipping; they ship almost everywhere in the world, but it might cost a lot and take a lot of time to ship to some countries...while the E3 card reader is in stock at various stores around the world, so it should be better in this regard.
Oh, one other thing that probably does not matter...jailbreaking is a gray area of the law in many countries. Dedicated jailbreaking keys might be seized, stopped at borders, etc...dev boards like the teensy do not have this problem, as jailbreaking is just another function someone created to use with a device that already had thousands of other uses...and the devices are shipped without anything that could be considered illicit by any angle of any corrupt law.
