"WAD_manager_v1.4 Error! (-1)" help plz

Hello I started out with a Wii 3.3u and then downloaded the homebrew channel with no problems. I then used cIOS installer and got the IOS 249. After all that i tried to run the Wad manager installer and came up with the error (-1). I read up a little on it and was told to downgrade to 3.2u i did so and tried to run the installer again only to come to the same error. if anyone can help me get past this stage i can figure out the rest. all i want to do is be able to run my wad files so i can get the softchip loader channel. thank you in advance and sry if i left out any info you may need to help solve my dilemma.

ok i'm a complete noob. here i am worrying that i messed something up and the only problem i had was that my wad folder was in the wrong place. sry for any inconvenience.
