Wii System Menu 4.2U
Using WiiFlow latest to current date
Also
Configurable loader latest to current date
Im trying to edit my Loadout for blackops online
Everytime i go and edit it, it freezes and cant do anything
Thats the NTSC version
I can edit my loadout on the PAL version i have
Anyone have any suggestions or advice

you're not on 4.3; you're missing IOS80. use dop-mii v15 to install it.
also, is your IOS249 is not using base 57, use the cIOSX_rev21 installer to reinstall IOS249.

Im pretty sure IOS249 is on base 57 if not ill reinstall it there

Yeah did not work when i go online and try to customize the loadouts it freezes
Why would the PAL version work and not my NTSC version iv tried about 3 different copies for the NTSC and it still no luck

Okay ill mess around with that
The game is almost fully functional only thing i cant do is edit the loadouts
it plays fine

I found this to work for mine. I downloaded the 224 base 57 as a 249. (cIOSX_rev19-fullpack.rar) I also updated the CFG Loader to the 63 (release)
