the wii was bricked when i was in wad manager via the HBC and tried to install the new cios with out downgrading. I did manage to install bootmii as boot2, so i get the black screen unless i plug in my sd card then bootmii runs. what do i need to download to fix it or is it better to run betwiin.

I don't think that there is anything that you can do with BootMii if you didn't back up your NAND before the brick.
As for betwiin, there are a few things that you would need, these are directly from wiibrew:
* The version of boot1 you flash to a NAND chip must match the original one that shipped with that Wii. No exceptions.
* The version of boot2 must be equal to or greater than the one most recently installed on that Wii.
* No handling of bad blocks is performed; if your target NAND chip has a bad block that hits an important file required for system startup, I suggest you find a different donor dump to start from.
* Converting an image from one keyset to another does not guarantee everything will work. The serial number will be cloned, but that should not affect anything. The Wii Shop account will not transfer over, nor will the original account used on the broken Wii work. Most savegames should still work. Purchased channels will not work on the new Wii, nor will you be able to redownload them. You should be able to create a new Wii Shop account, all disc-based games should work, you can update the system online, etc.
You would also need a way to write the image to your NAND chip (infectus chip)

Are you following a softmod guide?
If so what guide are you following?
How are you trying to install the cIOS? Usually installing a cIOS would not brick your system. You should get an error.
Be very specific at what you did last before the system became bricked.
Also what is the serial# of your system (tell us the letters and then the next 3 # of the serial)?

Answer my questions above before getting to in depth with anything. This could be as simple as deleting a corrupt title.

Was it this guide HERE?
Also when you boot to Bootmii can you launch the Homebrew Channel and will it come up?

no i can not start the hbc it gives me a black screen, that looks like the guide, but it looks a little different. I was looking at the closed thread on the second page with over 1000 messages.
yes it is the guide it looks like i skiped a step and went to cIOS38_rev14: instead of downgrading i tried installing using wad manager.

More then likely that was the guide. But all the guides that have been closed where wrote by me and none of them had you install ios-64-v3610.wad file.
It is kind of hard to help if we don't know what you did. As well if the Homebrew Channel does not work then you might be stuck. Maybe try loading a .elf or .dol file using the SD Card option in the Bootmii menu.
Transfer the boot.dol file for WAD Manager to the root of the SD Card then load Bootmii and see if you can load it from the SD Card icon.
