Cannot Install NeoGamma R7 and USB Loader - Error! (ret = -1022)

I've followed Amarokz Softmod Wii 4.2 Guide v1.1 (Thanks much Amarokz)and it's usually flawless. This time I got a wii that maybe 4 days old and the owner put it fully up to date with 4.2U

I've done the whole process and when I try to install NeoGamma and USB Loader, I get a return of -1022
Anyone know where I can get help for this?
