Cant get wbfs partition formatted PLEASE HELP :-(

ok so basically i have a 16 gig sandisk usb drive with 1 gig as fat32 and the rest
wbfs...the problem is NO wbfs manager can find it(ive tried like five of them) and ive
found that the wbfs partition has no letter(yes i can see it in disk manager just
nameless and not active with 14 gigs free ) just the fat32 partition.The problem
continues as i cannot format the wbfs because i get the message format connot complete
because volume in not enabled.yes it does work on my wii so basically im stuck with a drive that i cannot add to or delete...any help please ?(windows xp sp3)...it worked perfectly fine when i was on ubuntu...sigh
