Error -1029 when installing wads

Ok, Lets start out with my wii.

Verson: 4.2e (Offical updata. Yes, i have asked people and thay say it shood work)
Homebrew Channel: Yes
DVDx: No
Wad Manager v1.5
cIOS: no, i have checked.
Extras(EDIT): Newly formated, Pached IOS37 With RawkSD Patcher but i have tryed without patching it and got the same resault.

What that happends is that i use a clean IOS37 when i try install and i get this message: >> Installing title... ERROR! (ret = -1029)
When i try using for example IOS36 i get a 2011 error. How do i fix this?

What i have been told i dont need to do:
Downgrade

have this worked before?:
Yes, with Pokemon Rumble that i did for 3 days agoe.
