Error 002 occurs when a game requires a certain IOS to run, but it isn't there. IOS are usually installed during a system update, so unless you update from the game, you cannot play it without some software mods. If you do update off the disc, it will most likely land you on either 4.2 or 4.3. Both updates have new features that stop modchips from playing out-of-region backups, only in-region. You'd still be able to play backups, but only ones that are your region (PAL, NTSC-U etc).
Of course to fix this problem without updating is another story, you'd have to use a game like Super Smash Bros Brawl NTSC-U or LEGO Indiana Jones to load a WAD Program, install the required IOS & then you would be able to play your game, however this is a long process, the only way to make it easier would be to completely softmod your wii.
But then of course, we don't know what IOS Wii Party has...yet. So your options are as follows:
1) Update your Wii & Sacrifice your modchip's region-free capability
2) Go through some lengthy software processes to install the IOS without updating.
Of course, since your only on 3.0, Wii Party may not have a 4.2 or 4.3 update. It may be a lower update, but we don't know what it is.

Hi mate, thanks for helping out, I seen you replied on another thread, and i am taking your advice
The firmware version is 4.1E
I have just updated the wii key to 1.99 beta if that means anything
I am not fussed about playing NTSC,I only get PAL games anyhow

Hello everyone,
I have the same dilemma but via wad manager after failing to load ios56-64-5661 (WiiKey 1 with ver.3.3E & HBC 1.0.8 installed). I had downloaded/re-downloaded/installed/re-installed the wad in 2 different sites but seems to be identical (1.895mb). It could be a corrupt wad, so I was thinking where can I obtain a working ios56? Can I also use Super Mario Galaxy 2 to install the ios56 without having a System Update? I saw some posts saying that other ios works (eg. ios222), but I'm required to install Hermes & I would like to keep it simple (not too many applications, etc). Hope you can help me with this. Thanks

I'm not following you...Are you having trouble actually installing the IOS, or has it been sucessfully installed & only just now you're getting Error 002? Please Clarify.
I've read another problem similar to yours, & the problem was in the method of WAD Installation. If your worried about the WAD file being corrupted, you could use the NUS Downloader application for your PC to download it directly from Nintendo's update servers.

First of all, I just found out it was not Error 002 (my bad), sorry. I loaded the wad in the e:/sd/wad folder, began the installation process (content #s 22,19,2,3,23,5,6,7,8,9,10,20,12 & 13 went smoothly), & upon reaching;
- Adding content#24 (length: 168960 bytes)...[*] ERROR: Could not read file data!
- Removing tickets... Error! (view = 0, ret = -1017)
[*] ERROR: Could not install WAD! (ret = -1)
Is there another approach to this? I read that by installing other IOS (eg. IOS236/249), the IOS56 would be installed also as it's bundled with it. Will this work/safe? If I try loading a SMG2 game, would it automatically install the IOS56 WITHOUT doing a System Update?
NB:
The WP welcome screen appears on my Disc Channel but shows a black screen after Start
I tried NUS downloader but with the same result
I have Wad Manager 1.7b
I have installed several wads before for other new games (GST,Sport Resort, etc)
I'm NOT using copied games (don't have the luxury of time doing so)
I don't like to have a System Update
Thanks again.
