ERROR: IOS 249 Is a Stub

I've just softmodded my sisters wii and I tested it and it worked no problem, then after I gave her it back, they used it once with no problem, the 2nd time they tried to load usb loader they got the error message IOS 249 is a stub, please reinstall.

I reinstalled everything and it worked again, they took it home and played a game that night, the next morning they got the same error message, any ideas?

This is the 4th wii I've softmodded and I've done it the same every time, this is the only time I've encoountered this error

probably IS as stub. use dop-mii 14.5 to remove IOS249, then install cIOSX_rev20 with base 57.

then use configurable usb loader v62.
