Is it possible to set neogamma to have default settings of force video ntsc 480,
So I do not have to switch that setting every time?

Is the video quailty a little more crappy when I force ntsc on a pal game? It seems when I do that I notice more areas where you see a thin black line where the pixels do not line up?
