Let me start off by saying I have tried searching here for help before posting. If I have missed it some where please just post the link with out flaming me!

Wii version 4.0u
Homebrew - states network not initialized? dont know whats going on here. 1.0.6 IOS61 v19.26

I have downloaded ISO38 file and unzipped and put on the root of my SD card and also tried it in the apps folder. I can not find it any where when I open homebrew to install the new ISO, Help...?

This simply means that you are not picking up wi-fi connection.
Now, if you are referring to cIOS38 installer, the file needs to be placed in a subfolder (ex: cIOS38 installer) in the apps folder in the root of the SD card. In addition, you need to rename the file boot.dol. Hence, the directory is: SD=>apps=>cIOS38 installer=>boot.dol.
